This is the same issue as bug 1486330.  You're using a guest-image that is newer than the content on cdn.  You need to roll back to -191 or earlier.  

The error is:

iptables-1.4.21-18.el7.i686 != iptables-1.4.21-18.1.el7_4.x86_64

18.1.el7_4 is pending for 7.4
18.el7 is the latest version on CDN.
