Description of problem:
DPDK OvsPmdCoreList parameter is not computed correctly for below scenarios.
1) When DPDK NIC is associated to NUMA node 0.
2) When cores count is mentioned as same for all NUMA nodes.

How reproducible:

Steps to Reproduce:
Configure DPDK NIC which is associated to NUMA node 0.
Make cores count should be same for all NUMA nodes either DPDK NIC is associated or not.

Actual results:
Unable to determine NUMA node for DPDK NIC when Configure DPDK NIC which is associated to NUMA node 0.

Invalid OvsPmdCoreList when cores count is same for all NUMA nodes.


Expected results:
Should compute OvsPmdCoreList parameter correctly for these scenario's.
