Description of problem: apidoc generation was difficult. The steps described in documentation/how-to-generate-documentation.txt didn't quite work and described using packages from the now deprecated jpackage repo. In addition, I had to manually copy xalan-j2.jar from the build/run-lib directory to build/build-lib. This is now fixed. The steps described in documentation/how-to-generate-documentation.txt have been updated and work correctly.
