Description of problem:
apidoc generation was difficult.  The steps described in documentation/how-to-generate-documentation.txt didn't quite work and described using packages from the now deprecated jpackage repo.  In addition, I had to manually copy xalan-j2.jar from the build/run-lib directory to build/build-lib.

This is now fixed.  The steps described in documentation/how-to-generate-documentation.txt have been updated and work correctly.  In addition, the `ant init-install compile` step during Dev Workstation Setup is now updated to add xalan-j2.jar into .../java/build/build-lib dir so its available when running the apidoc generation.
