Steps to Reproduce:
1. Navigate to Networks --> Security Groups
2. Click on Configuration --> Add new security groups
3.

Actual results: Hover text is not proper shown see screenshot attached.


Expected results:It should have proper hover text.

Cannot re-create in 5.8, screen shot attached. Closing for now, will re-open if this is still an issue.
