Installs and versionlocks redhat-support-plugin-rhev

Expected results:

Does not install or versionlock it.
On upgrade from 4.1, remove the versionlock.
The package should also be removed, but this will be handled by other components.

ok, ovirt-engine-setup-4.2.1.2-0.1.el7.noarch

tested on both clean install and upgrade from 4.1.x.
