As a part of switching to RHEL guest image instead of overcloud-full image, we would like to have a call in the OSP director (API + CLI) to download RHEL guest image from given URL and upload it to internal storage from where it will be taken for nodes provisioning later on.

Expected workflow:

1) Operator enters subscription details (same as today)
2) Operator calls one command to download needed images (and containers) to undercloud with possibility to specify only one or the other.
3) OSP director downloads pinned and tested version of RHEL guest image (and containers), stores it in undercloud and sets all naming to make sure this image is a default unless stated otherwise by operator

Should be removed from OSP13 since the whole epic has been dropped from the release.

The use of mistral has removed in our future release, as such, this is not something we're going to address at this time.
