This can be achieved by creating 2 OS definitions in osinfo
RHEL <=6.8 with cpu.unsupported.value of all supported CPUs (power8,power9?) in clusters 4.2+
RHEL 6.9+ without the blacklist

Verified with:
Software version:4.2.0-0.0.master.20171027213842.gitded437c.el7.centos

Steps:
Create cluster PPC with cpu type power 9
Add VM and check OS list.

Results:
see attached screenshot

This bugzilla is included in oVirt 4.2.0 release, published on Dec 20th 2017.

Since the problem described in this bug report should be
resolved in oVirt 4.2.0 release, published on Dec 20th 2017, it has been closed with a resolution of CURRENT RELEASE.
