Description of problem:
Having 4 nodes in 'available' state in UI Nodes page
But on plans page is shown  0 available nodes to assign

1. register,introspect and provide nodes

Actual results:
Not possible to  assign nodes to roles

Expected results:
number of available to assign nodes should be equal to nodes in state "available" and yet assigned or tagged to any role
