Description of problem: Admins and tools will need a way to list devices associated with Ceph 

Additional info: The implementation should have the following:

* accept a path to a logical volume or device to 'describe' that device if it is associated with Ceph, non zero exit status otherwise

* allow json output so that tools (like ceph-ansible) can consume the report without parsing

* list all devices (lvs and devices) associated with Ceph.
