During upgrade:

Running scriptlet: freeipa-server-4.6.0-2.fc28.x86_64                 757/757 
IPA server upgrade failed: Inspect /var/log/ipaupgrade.log and run command ipa-server-upgrade manually.
Unexpected error - see /var/log/ipaupgrade.log for details:
CalledProcessError: Command '/bin/systemctl start httpd.service' returned non-zero exit status 1.
The ipa-server-upgrade command failed. See /var/log/ipaupgrade.log for more information

It looks like this is because dirsrv is stopped.

Robbie, do you have /var/log/httpd/error_log at hand to see what was the failure in httpd?

Not anymore, sorry.  I believe I tried it one more time and the failure was deterministic.

I imagine this is related to NSS switching from dbm to sqlite in rawhide (F28).

Robbie, I think we'd need you to repeat the failure, and provide the additional error logs.
In addition, if you could produce a VM for inspection, that would be helpful, too.
