Description of problem:

This is a dependency for testing enabling the management network as per the recommendation in https://bugzilla.redhat.com/show_bug.cgi?id=1488837#c8

Currently the python-tripleoclient doesn't expose the -n/--networks-data option in the latest OSP12 build
