Description of problem:
On newly installed RHV-H NG the daemon irqbalance is present but disabled.
This pose a serious impact on the performance of loaded hypervisors that can suffer from the lack of irqbalance and it can put in bad light the quality of RHV-H.

Steps to Reproduce:
1. Install RHV-H ng
2. systemctl is-enabled irqbalance

Actual results:
# systemctl is-enabled irqbalance
disabled

Expected results:
# systemctl is-enabled irqbalance
enabled

Additional info:
Regardless of the root cause for which irqbalance is disabled on RHV-H this can be a check/change done when attaching a new hypervisor to a RHV environment.
In this way, we will fix the default but also will ensure that it will be active once included into the environment.

Does this also affect RHEL hosts?

From the received feedback, this issue affects only RHV-H hosts, not RHEL-H.

QE can reproduce this issue.

Test version:

imgbased-0.9.47-0.1.el7ev.noarch

Test steps:
1. Install RHV-H ng
2. systemctl is-enabled irqbalance

Test result:
# systemctl is-enabled irqbalance
disabled

1. Install RHVH 4.1.7.
2. run command: systemctl is-enabled irqbalance

Test result:
# systemctl is-enabled irqbalance
enabled

So the bug is fixed, change bug status to VERIFIED.
