Description of problem:
Configuration->"Edit Actions for this Policy Event" menu item doesn't work. 
exception in production.log

Version-Release number of selected component (if applicable):
5.7.4.0

How reproducible:
100%

Steps to Reproduce:
1. Go to Control->Explorer
2. Add any policy
3. Assign one or several events to it
4. Select one of added events
5. Choose Configuration->"Edit Actions for this Policy Event"

Actual results:
nothing happens in UI
exception in logs

Expected results:
correct work
