When just mongodb packages are missing packstack fails like (compared to missing puppet classes)

Also packstack fails if puppet-mongodb is not required and installed in a similar way.

upstream master patch landed
proposed stable/pike patch to get input
updated downstream patch to match patch on master so we diverge less.
