Description of problem: Running ceph-ansible master against latest RHCS 3.0 fails in docker because the mgr keyring cannot be found


How reproducible: Always up to ceph-ansible 3.0.0.rc8

I had tested using, worked fine fine for me, moving to VERIFIED state.

I had used - ceph-ansible-3.0.0-0.1.rc15.el7cp.noarch
