subscription-manager-plugin-container needs to be in Server on all supported architectures

Per the discussion in RCM-21297, subscription-manager-plugin-container needs to be in Server rather than Server-Optional on all supported platforms. Apparently it's all set in every platform except ppc64. I've already fixed it in the compose config for RHEL-7.4-Z. Originally reported as https://projects.engineering.redhat.com/browse/RCM-21549
This needs to be in extras due cross product-dependency See Bug 1593192
Mea culpa djordje this package is in fact supposed to be in RHEL Server not extras I double checked dependencies and there is no cross-product dependency. I did mixed it up with following Bug 1593192 which is for dnf-plugin-subscription-manager lkocman@rcm-dev:rhel-7.6> rhel7-requires subscription-manager-plugin-container /bin/sh python(abi) = 2.7 subscription-manager = 1.21.5-7.el7 lkocman@rcm-dev:rhel-7.6> Taking bug back and fixing the damage Lubos
