python-kombu.spec patch

Description of problem:

The spec file for python-kombu appears to be missing an if statement which causes the build to fail on RedHat 7 based systems.  The attached patch allows rpmbuild to build the package successfully.

kombu version 4 has major improvements.

The spec file taken from https://src.fedoraproject.org/rpms/python-kombu/blob/master/f/python-kombu.spec does not miss the %if. 

Same is true for the epel branch: https://src.fedoraproject.org/rpms/python-kombu/blob/epel7/f/python-kombu.spec
