Description of problem:
When creating a new image stream (which tracks an external repository) in the registry console web ui an error is thrown:

User "<username>" cannot create namespaces at the cluster scope: User "<username>" cannot create namespaces at the cluster scope

kubernetes v1.7.0+80709908fd

How reproducible:
Always

Steps to Reproduce:
0. Create a project, if one is not present
1. Log in to the registry console web ui
2. click on the 'Images' link/icon in the left column navigation menu. 
3. click the '(+) New image stream' link
4. fill in the resulting 'Create image stream' dialog:
Name: test-ruby-is
Project: test1
Populate: sync all tags from a remote image rpository
Pull from: docker.io/yapei/ruby-20-rhel7
5. Click 'Create'

Actual results:
The following error is shown:
User "<username>" cannot create namespaces at the cluster scope: User "<username>" cannot create namespaces at the cluster scope

Expected results:
The dialog should create the new image stream and exit without error.
