Description of problem:
Gateway is not set on engine VM when I'm trying to use static IP, that results in failed installation because it fails to install external packages.

always

Steps to Reproduce:
1. install hosted engine
2. set static IP
3.

Actual results:
installation fails to install packages from external sources on engine VM

Expected results:
engine has correct gateway set
