When using the 'file' backend, the default context of /var/lib/gnocchi (var_lib_t) prevents httpd from writing metrics.  httpd_sys_rw_content_t seems to work.

This affects single-controller test deployments.  It also tends to hit folks using NFS shares in HA deployments, as it's natural to look at the context of /var/lib/gnocchi as deployed to determine the correct NFS mount option.
