Description of problem:
After engine-cleanup, engine-setup throw [ ERROR ] Failed to import provider certificate into the external provider keystore , however engine-setup still work and complete successfully.

setup: ovirt-engine-setup-plugin-ovirt-engine-4.2.0-0.0.master.20170919164122.gitefcfffc.el7.centos.noarch
How reproducible:
100%

Steps to Reproduce:
1. run engine-cleanup
2. run yum update (additional step for correct work engine-setup)
3. run engine-setup

Actual results:
[ ERROR ] Failed to import provider certificate into the external provider keystore

I assume we are talking about ovirt OVN provider.
Can you please attach logs from engine-cleanup and subsequent engine-setup?
