 - The SPEC itself is mostly fine, but you could use the %{py2_dist/%{py3_dist macros to handle your Python dependencies. See https://fedoraproject.org/wiki/Packaging:Python#Requires_and_BuildRequires_with_standardized_names

 - You've got a bunch of rpmlint errors because of shebangs in Python libraries:

Thanks for your comments. I was not aware of the %py2_dist and %py3_dist macros, they look pretty interesting.
