This was resolved by https://github.com/ManageIQ/manageiq/pull/14228 which gets rid of queueing vc_updates to the RefreshWorker

I do not believe any 5.6 erratas are scheduled. Can the customer upgrade? I think this BZ needs to be closed with reason "CURRENTRELEASE".
