Description of problem: Error: could not submit test run: Error: <Fault 2206: 'The cert with Node id #XXXXXX does not exist

Version-Release number of selected component (if applicable):
 - Red Hat EL 7.4
 - Red Hat OpenStack 10 (newton)

How reproducible:
Run rhcert-cli submit and specify existing Product Node ID (https://hardware.redhat.com/show.cgi?id=1493736)

# rhcert-cli submit
Red Hat SSO User Name: AZroya
Password:

uploading results...
done.
Error: could not submit test run
Error: <Fault 2206: 'The cert with Node id #3064091 does not exist.'> (WorflowProxyException)

Steps to Reproduce:
1. Install undercloud env
2. Install overcloud env
3. Run rhcert-cli clean
4. Run rhcert-cli plan
5. Run rhcert-cli run --test tempest_config
6. Run rhcert-cli run --test cinder_volumes
7. Run rhcert-cli submit

Actual results:
Error: <Fault 2206: 'The cert with Node id #3064091 does not exist.'>

Expected results:
Cert results can be successfully submitted
