FYI, in OCP v3.7.0-0.127.0, ansible-installed env automatically enables web console's home page to browse catalog. Despite this bug depends on bug 1486623, Online should also enable the web console's service catalog UI separately as early as possible for testing
As Service Catalog and Template/Ansible Service Broker are 3.7 committed features, we need to make them available in online env.
