Description of problem:
[SR-IOV] [UI] - Networks are missing in the list when pressing the 'Specific Networks' radio button.

When editing PF and choosing the 'Specific Networks' under Allowed Networks, the list of the attached networks in the cluster must appear there by default, but on current master it is missing.
In order to make it visible i need to check the checkbox, which is regression from 4.1.z

Version-Release number of selected component (if applicable):
4.2.0-0.0.master.20170929123516.git007c392.el7.centos

How reproducible:
100%

Steps to Reproduce:
1. Host with SR-IOV capable NICs
2. Go to setup networks dialog and edit PF
3. Press 'Specific Networks' radio button

Actual results:
No networks are displayed

Expected results:
All cluster's networks must be displayed once pressing the 'Specific Networks' radio button by default.

When was this introduced? With the new UI? Later?

Can't say for sure.
But it was fine on 4.1.z, so it regression from 4.1
