Description of problem:
Accessing ovirt-engine/docs/manual fails with NPE (server returns 500).

current master, commit 99a3e64ebd

How reproducible:
100%

Steps to Reproduce:
1. Run engine
2. open <engine-url>/ovirt-engine/docs/manual
3.

Actual results:
NPE

Expected results:
404 page

this is just a cosmetic problem which can happen only if manipulating the URL by hand. Closing due to capacity.

Actually, this will be fixed in https://gerrit.ovirt.org/#/c/86140/ 
but it's such a trivial and cosmetic issue that it's not worth QA time, so keeping it closed
