Description of problem:
- Running `$ oc new-app logging-deployer-template -p MODE=upgrade` never complets due to logging-deployer timeout.

Version-Release number of selected component (if applicable):
- OCP 3.3

How reproducible: 100%

Steps to Reproduce:
1. After finished the steps in docs [1] and run:

  $ oc new-app logging-deployer-template -p MODE=upgrade

Actual results:
- Please see attached logs (oc logs -f logging-deployer-fw2or).

Expected results:
- Complete update

The oc new-app logging-deployer-template -p MODE=upgrade works well on openshift-ansible-3.3.125-1. So move bug to verified.
