On upgrading heketi, creation of file and block volumes got disabled on existing clusters. With this fix, heketi does not disable file and block volume creation.

Description of problem:
After upgrading from cns 3.5 to 3.6 following the steps outlined in [1], new volume creation fails.

heketi-cli volume create --size=1
Error: No space

Verified the bug in build - cns-deploy-5.0.0-54.el7rhgs.x86_64

Fresh volume creation works and block volume creation is successful after the upgrade.

Moving the bug to verified.
