How reproducible:


Steps to Reproduce:
1. Install 2.4 cluster and upgrade the cluster to 3.0
2. Check the cluster health will get a warning: all OSDs are running luminous or later but require_osd_release < luminous

Actual results:
    sudo ceph -s --cluster master
    cluster:
    id:     c686cec0-cf2b-4aff-ba85-6ecbe97fd1ed
    health: HEALTH_WARN
            all OSDs are running luminous or later but require_osd_release < luminous
            no active mgr

Expected results:
ceph-ansible-rolling_update must take care of setting osd-release to luminous. 

Additional info:
workaround: ceph osd require-osd-release luminous

This BZ misses a lot of information, I can't help you without:

* ansible log play (full log)
* ceph-ansible version

If you try with rc14, it'll work.
