Description of problem:
The following selections

Version-Release number of selected component (if applicable):
5.8.1.5

How reproducible:
all the time

Steps to Reproduce:
1. create chargeback rules for storage and and apply them to all tenants and cloud providers
2. create a chargeback report based on Openstack tenants 
3. create a chargeback report based on providers groupping Openstack tenants - the same as for the previous report
4. create a chargeback report based on CF tenants

Actual results:
the first report shows the tenants, the others do not.

Expected results:
the tenants are displayed for all situations

It seems that we have scheduled for 5.8.3, It is fine.
