Description of problem:
APB developer with no existing APB's in their Dockerhub org wrote up a test APB, ran apb push, and the broker loaded it into it's /spec correctly. After waiting 5min, service still did not show up. Auto-bootstrap kicked in and cleared all specs from /spec, so it destroyed the one sourced from apb-push.

Steps to Reproduce:
1. Push an APB to the broker using `apb push`
2. wait the allotted time for the broker refresh interval (10 mins)
3. type `apb list`

Actual results:
Expect to see the pushed APB and all bootstrapped APBs

Expected results:
Only see the list of bootstrapped APBs

Hey Weihua,

Sorry about that, it appears this did not make it into asb version 1.0.7. I will put this back on modified until we release a new version of the broker. 1.07 was built a day before my PR got merged.
