Description of problem:
Try to access https://metrics.free-stg.openshift.com/hawkular/metrics, "Application is not available" error shows
Checked pods' status, all pods are not in running status. They were fine before the upgrade.

Command ***** oc get pod -n openshift-infra ***** result as below:

This defect blocks all the metrics testing in free-stg cluster.
