Sync evdev hwdb with upstream for the libinput re-base

Description of problem: libinput relies on systemd's hwdb to fix the number of touchpads that advertise wrong axis ranges (see upstream 60-evdev.hwdb). With the 7.5 rebase for libinput and the Wayland plans, this becomes more important than before, we should really sync this with upstream. Version-Release number of selected component (if applicable): systemd-219-42.el7_4.1.x86_64 Expected results: Installed files: /usr/lib/udev/hwdb.d/60-evdev.hwdb, /usr/lib/udev/rules.d/60-evdev.rules When a device with a hwdb match is present, the evdev ranges should be corrected as the hwdb suggests. Additional info: 62-evdev.hwdb is currently provided by by the hwdata package but Lukáš suggested this be moved into systemd proper.
