Description of problem:
As https://bugzilla.redhat.com/show_bug.cgi?id=1496458#c5 said,rhev-guest-tools should handle balloon service installation.

Version-Release number of selected component (if applicable):
rhev-guest-tools-iso-4.2-1

How reproducible:
100%

Steps to Reproduce:
1.boot guest and attach RHEV-toolsSetup_4.2_1.iso
2.click RHEV-toolsSetup.exe and install all features
3.reboot guest

Actual results:
after step3,balloon driver is installed,but the balloon service is not.

Expected results:
balloon service should be installed as well.
 # blnsvr.exe -i

Using rhv-guest-tools-iso-4.2-2.el7ev.noarch

Balloon service is installed but not started.

Please use the one on errata: rhv-guest-tools-iso-4.2-4.el7ev.noarch

The issue was fixed in: rhv-guest-tools-iso-4.2-3.el7ev.noarch
