Originally, resources in the `CHECK_COMPLETE` state could not be looked up by their reference ID. Consequently, autoscaling was no longer possible after completing the stack-check operation on a stack containing an autoscaling group. The problem has been fixed. As a result, the resources in the `CHECK_COMPLETE` state can now be looked up by their reference ID and autoscaling continues to work after a stack-check.

## Reproduce
We are affected by 
https://review.openstack.org/#/c/418716/

On a working stack, run

- openstack stack check mystack
- trigger the autoscale url via curl

# curl -XPOST "$scale_up_url"

## I expect 

The alarm to fire

## Instead  I get

```

```

it's an Heat bug, : https://bugs.launchpad.net/heat/+bug/1655527

The fix has been merged in Heat 9 months ago but probably it hasn't been merged in OSP10.
