This Fedora tracker was filed as there is rubygems sub-package produced for ruby builds.  However, I do realize that there is separate rubygems component that (AFAICS) completely overrides the rubygems package from ruby component / srpm, preventing ruby's rubygems packages from reaching repos.  Hence wontfix is considered a reasonable resolution here.

It might be prudent to patch rubygems in place, for those users that won't/can't manually update rubygems via `gem uppdate --system`.
