I think the solution is to install hexchat and uninstall xchat. The migration is quite easy, you only need to modify some files, and then you can proceed with the upgrade to F27.
Can confirm, xchat no longer exists in F27.
Faced the same issue, had to uninstall xchat first.
I also have this problem, it looks like hexchat was set to "replace" xchat in F26. See bug 1217584. I have "replace" in quotes because if it were a true replacement then hexchat should Provide/Obsolete xchat and the migration of config files should happen automatically (or through some intermediate package perhaps), and they didn't bother to make that work correctly. Since we have to do it manually, here is a link to the FAQ on how to migrate xchat configs: http://hexchat.readthedocs.io/en/latest/faq.html#how-do-i-migrate-my-settings-from-xchat Note that that says the xchat configs live at ~/.xchat2, which I think used to be true, but the modern Fedora packaging of xchat stores them at ~/.config/xchat2
