when cinder volume is provisioned on the ceph backend, cinder ceph backup driver should be able to create incremental backup. 

Here is the bug we run into, with the similar error msgs in debug mode 

"When I try to use CEPH incremental backup, there is a 33 error（Numerical argument out of domain）, then throw an exception and perform full volume backup.Log"

The following patch has been tried which seems to be fixing the problem. We will  need it to be back ported to OSP-10/Newton release,

This is known limitation that is already on the roadmap tracked by bug 1375207

Close loop wise we started working on this. 
Even have a place holder for test plan:
