Description of problem:
It will be very useful to get numa topology information as part of introspection data to derive parameters for NFV deployments.

Most of the customers are manually finding numa topology information. if we backport it, will be useful to automate with scripts.

Patch has been merged in OSP 12.

This backport is causing a regression in OSP10, inspection is now failing with 

InspectionError: Failed to load collector set(['numa-topology'])

In order for it to work we also need to backport
