Description of problem:
[UI] - DC > 'QoS' - Keep DC's action buttons and all DC's sub tabs static when scrolling.

When scrolling under the 'QoS sub tab under DC entity, the DC's action buttons and all sub tabs are gone, but should remain static as been implemented to all other places in the webadmin.

How reproducible:
100%

Steps to Reproduce:
1. Go to DC > 'QoS'
2. Create some 'QoS' entities
3. Scroll down

Actual results:
DC's action buttons(edit/remove) and all DC's sub tabs are not visible when scrolling.
If scrolling and switching with keyboard buttons to another DC, user isn't aware of it as you can't see on which DC you are located. 

Expected results:
DC entity, DC's action buttons and all sub tabs must keep static when scrolling.

breadcrumb, subtabs and DC buttons are static when scrolling on QoS

verified in ovirt-engine-webadmin-portal-4.2.0-0.0.master.20171105155215.git59d3324.el7.centos.noarch

This bugzilla is included in oVirt 4.2.0 release, published on Dec 20th 2017.

Since the problem described in this bug report should be
resolved in oVirt 4.2.0 release, published on Dec 20th 2017, it has been closed with a resolution of CURRENT RELEASE.
