PDF Download button is missing from the infra provider summary page (it is displayed for cloud providers)

How reproducible:
Always

Steps to Reproduce:
1. Add an infra provider (RHEV in my case)
2. Go to the summary page of the provider

Actual results:
The button for downloading a provider summary PDF is missing.

Expected results:
The button is there and works.

This happens in all streams:
  5.7.z (5.7.4.0.20170913182424_63a1e18)
  5.8.z (5.8.2.2.20171004184712_c59f3db)
  5.9.z (5.9.0.2.20171010190026_0413a06)
  upstream as of Oct 17th, 2017

Verified in 5.9.0.8. Added infraprovider(rhos), went to its summary and there was pdf button displayed and selectable.
