Description of problem:
When attempting to reinstall a host a seemingly unrelated error pops up:
"""
Error while executing action: 

10.35.1.1:
Cannot edit Host. The provider type should be 'OpenStack Networking'.
"""

Version-Release number of selected component (if applicable):
oVirt Engine 4.2 built from source with commit 6709b5b4fde

How reproducible:
100% with a specific engine and specific host

Steps to Reproduce:
1. Attempt add a host that fails (in my case, it was due to bad repos)
2. Navigate to compute->hosts
3. Select the host and choose Installation->Reinstall

Note: I don't have an "OpenStack Networking" provider, nor did I ever have one. If one is really required, the initial installation should have also failed. If it isn't, reinstalling should pass

Actual results:
Error message "Cannot edit Host. The provider type should be 'OpenStack Networking'"

Expected results:
Installation completes successfully
