This looks like another issue with the out of date Ansible Installer.  If you installed with Ansible, please retest after https://bugzilla.redhat.com/show_bug.cgi?id=1496694  is merged.

This problem still exist with latest image.
I realized for ups broker, change externalClusterServicePlanName from default to dev(that is a not-exist plan). It more like a negative action. I would like to use below tow bugs to trace this issue in next:
