From Sage: a bunch of pg related commands can fail during a cluster upgrade.

When I tried to reproduce with the steps mentioned,I could see that core dump was not happening, which clears this issue.
But I found that, the command "ceph --verbose osd df" after executing was running indefinitely. I have failed a bug for this new issue.BZ:1509285

Thanks Shreekar. As the original issues is fixed. I am moving this defect to Verified state.
