RHEV (and others) would like to have a RARP packet sent "from the guest" whenever the guest's tap device is connected to a different bridge. libvirt is in control of changing the tap's connection, but is unable to inject packets into the tap's data stream. But according to dgilbert, there is a patch series (from VLad) for qemu that provided this ability via a QMP command that libvirt could call at the right moment:
