Description of problem:
When logged in as EvmRole-reader user not physical infrastructure views are available.

Version-Release number of selected component (if applicable): 5.9.0

 
How reproducible: consistent/always


Steps to Reproduce:
1. Create a new MIQ user with the role EvmRole-reader
2. Log into MIQ with the new account
3. View the compute tab

Actual results:
No Physical Infrastructure menu

Expected results:
Physical Infra menu should remain.
