Document the command-line tool used to register Single Sign-On (SSO) clients. When running the tool, the user is prompted to enter the client ID, callback prefix, and the certificate location. A new entry is created in the sso_clients table if one does not exist, or the existing one with the same client ID is updated. The client_secret which is written to a temporary file should be noted and used by the client. The client secret in the sso_clients table is encrypted and is for SSO internal use only.

This bug has not been marked as blocker for oVirt 4.3.0. Since we are releasing it tomorrow, January 29th, this bug has been re-targeted to 4.3.1.
