Describe the issue: 
According to our Product & Services articles, Red Hat supports OpenShift on Azure regional Clouds (US Gov, Germany, China)
https://access.redhat.com/articles/product-configuration-for-azure

It seems there are some limitation on Azure Regional Clouds and requires some extra configuration. However, there is no description in our document.

Suggestions for improvement: 
- Azure File seems to be unavailable on Azure Regional Clouds
- Azure Disk and Azure Blob Storage for docker registry requires extra configuration for Azure Regional Clouds

Please let me know if there's anything else required for this BZ. So far I have put in information about the region to use, and that Azure File supports only the public region.

Hi Wenqi,

It looks good to me, but not confirmed other Azure cloud regions other than Germany.

Is there more we should be doing to test the other regions? Or can I move forward with this to the team to review?

Hi Takayoshi, I am not sure whether your account has other regions permissions or not, but at current circumstance, I think we do not need to do more test because what we have already done with Germany.
