Tempest-17.1.0 is coming for RHOS-12 which adds python-stestr as a BR to run tempest unit tests. We need to import this package in RHOS-12 for the same.

This is a build requires only, so we don't need to track in BZ.

Opening it as coming as a Requires for Tempest in Queens releases.
It is going the universal test runner for running unit, integration as well as functional tests

python2-stestr-1.1.0-1.el7ost.1 package is available in RHOS13 repository, so marking the bug as VERIFIED.
